Key here is to be stealthy so as not to spook the fish and to search out the deeper pools where fish are hanging out, lots of the really thin water will not be holding any fish so it's best to just pass it up and find the deeper spots. Panther martins and mepps are doing well for the lure anglers, bait folks are using crawlers and salmon eggs. Fly anglers are doing the best drifting buggers and nymphs like a pheasant tail, prince nymph or hare's ear.
