Winter is the time for quality over quantity. High sticking and indicator fishing in the slower water can produce some really nice fish. We have been out with a dry/dropper on calm cloudy days and have been catching fish. Swinging unweighted streamers through frog water and tailouts will pick up a Brown Trout out for a daily meal.
Flows in the Truckee are up and down with the frequent storms we have been getting. High flow is a great time to streamer fish the edges of the main channel and to even break out the two hand rod and swing some streamers. Keep moving and have fun.
