Cutthroat are scattered throughout the river, but access is limited by public land. Spinners or fly-fishing are good ways to target these fish. Bait is not allowed upstream of tidewater. Good public access can be had at Cape Blanco State Park, but anglers will want to keep an eye on the weather as this can be a very windy spot and this area is also tidally influenced.
